It depends on them, mostly every registrar charges for transfer and the price depends on the domain extension and the registrar
Although you must add some info instead of adding it in the title

To which registrar you want to transfer? as I said according to registrar the prices vary

to namecheap...right now its with hostindia.net

most of them do it for free, and also give a bonus +1 year extension
Namecheap to Godaddy and vice versa ...
