I think the fact that failure to pay is not the fault of paypal. There are many managers pay as AlertPay, MoneyBookers, bank transfer ... Paypal put the bad guy and, frankly, I DO NOT BELIEVE IT!

I had an identical problem with Paypal and they blocked me money. There is a legal limit to get my money frozen and not even 24 hours passed until I solved the problem.
