Do Hotfile allow 2 accounts

Just got a doubt bcz my old my old HF account , whenever I upload my rank is decreasing .. So I decided to upload all stuff to a new acc and popular ones to my Old account ..

Now, what I want to clarify is
1.Do HF allow 2 accounts with same paypal ID ( but different mail addresses)
2.Do HF allow 2 accounts from same IP

I know this couldn't be a fraud as I wont be a referral of mt other account,but just want to confirm

Need your suggestions guyz .

Yes they allow but don't open the second making referal form the first..
