I need advice on simple hosting

I wanted to know which shared host from those big companies is cheap and best?
I mean to host a not very big Legal (usual, info, business like) website.
All i need that it would load fast.
Unlimited databases
10 email min (supporting pop/smtp)
Space i think 1gb enough
Traffic not much i think, but better unmetered
Ftp access.
With up to date software php5, etc.... Support WP or other CMS with up to 15 plugins, php memory must be 128mb.
Up time 100% so any small companies are not considered.
Cheap as possible

cheapest as possible well i would use some from KWWH, but no one in here can assure 100% uptime its always at some pressure, i mean or hardw failure, or oversold, or slow, or ddos. Huge companies have strict rules so that keeps performance up
and its not for myself, its for my friend, i've keep googling on this stuff and justhost seems to be some reliable. All others have hidden limitations like 64mb php memory limit. I don't say that i need such much but who knows if it will be WP site it will eat those 64mb easily
