I'm using windows 2003 ISA server from last 4 years but I'm tired of this as it is being too much hassle for me now a days...

Is it possible to make a Small XP server from which I can limit Internet speed to other clients... and no new user can enter into the network without my XP server..

Is that possible guys ?
