but there is other reliable vps on here like xstel or knownsrv and more

also put budget and spec needed

I think when user asking like that he means best quality with that price.

Knownsrv is good provider but it's managed service so price will higher unmanaged service. If he doesn't need managed service he can go with other unmanaged provider.

Normally a user who is looking for "cheap" services, has minimum knowledge about managing a server, hence the cost goes up.
