    no one will provide u admin rights rdp, buy dedi or look for windows vps like hostplate offereing

    Get a windows vps from any good hosting provider. But good ones won't be cheap

    Encoding in a VPS? That's a huge risk. Some do allow it I think. Look for the TOS before buying Windows VPS for encoding.
