Recommend me a reliable offshore VPS hosting service?

Hi can anyone recommend me a reliable VPS hoster, that is offshore? I need to run rapidleech on it. I need Windows based one with at least 1GB RAM [ if remote desktop feature is there in a linux based one, i will accept it as well ]. My budget is around $60. Any help is appreciated. I did check the wrzhost and others, but in their ToS it says RapidLeech is prohibited. Thanks guys.
