We Are Planning to establish our Own File Hosting Site and Need a Dedicated Server For It..

Host Must Provide
1. 2nd drive for backup
2. 8IPs, with different subnet
3. Able to Add Disk
4. Separate Disk For Back UP
5. All Complaints Must be Forwarded to Us.
6. Do not take Down the site Easily for Complaints.
7. Knowledgeable Support

you could try LeaseWeb.com (they are one of the best)
or you could try NetDirekt.de (cheap, but quality is decreasing)

i see you are starting, maybe a powerful VPS?

Use leaseweb, they forward all dmca complaints to you (I recieved up to 40 a week, yet no suspension of servers).

1 Dedicated server is a bit low though. Get 1 for the website itself, and 1 for the files hosted (minimum requirement to start a filehost..)

to handle everything not related to download process itself - sql queries used for counting traffic, load balancing etc. It will make things easier in long run, since systems like those need to be scalable, and he will need separate server for static http traffic later anyway...
