Need a Virtual Credit Card to verify Paypal...

Hello, I am a File Share Hosting site owner.

My paypal account is unverified.
I need to pay users at least $200 per month.
A unverified paypal account only allow you to pay $1600 USD? for the lifetime.

I don't want use my own credit card to verify my paypal.

People said that you can use VCC to verify paypal to lift up the limits.

I have try to contact this site owner since last week, to ask him to do VCC verify for me, but there is no response.
