What do I need to run a VoIP server?

I'm not sure but I kinda have a thought that I can operate my dedicated server as a VoIP and which can save me some phone cards calling to another country. Is that true? Does it work like this?

Is this article still relevant even though I don't need the adaptor? I don't mind calling from PC to the phone in another country through my VoIP server.

and VoIPo doesn't seem like what I'm looking for.
