rules clarification

hey,
i have a quick question: upload scripts aren't allowed at all? not even hosted scripts?
what about offering the service to create a custom uploader script?
or offering a script for free as an open source application? would it be allowed here?

as i see there's a huge interest in these scripts.

Uploading scripts are not allowed at all.

Hosted scripts like sborg are hosting...not scripts.

thanks for the answer Jesse.
i think this rule isn't very well-thought. if other kind of scripts are allowed, it could be difficult to determine whether one falls into the category of uploader script or not.
same for coding jobs.
anyone can bypass this rule by opening a thread like "coding service, any kind of script" and he'll surely get lots of upload script requests.

So let me get this clear, if I make a script, lets say a RL improvement, I can't share it on KWWH, although the script itself isn't illegal? I am only allowed to promote my service(s ) ?
