[Buying] Forum Banner/Skin

I just opened up a forum and am looking around for someone to make me a skin. I'm a starving college kid and the forum isn't aiming to make huge profits. However, I am willing to pay enough to have it done right.

EDIT: I'm running the latest version of vBulletin 4.1.6, by the way, if that matters.

General Thoughts:
Obviously I'd like the theme of the skin to be Sherwood-Forest/Robin-Hood/Rob-From-The-Rich-and-Give-to-the-Needy theme. The artistic vision is mostly going to have to come from you.

Have HTML boxes/notices appear as if they're kind of on a parchment/scroll with a nail through the top of the middle (as if a notice had been put up like a "Wanted: " sign).
