Depends on what sort of material you will be sharing.
For instance, if you plan on uploading copyright material and expect them to pay you - and infact they don't pay you.... This does not make them a scam. You are just simply breaching their TOS. Simple.

However if you want over 1000 people to download your totally legit Microsoft Excel spreadsheet which holds no illegal content or anything that might breach their TOS and then expect to get paid - I'm sure they will pay you.
