First and foremost, you should create a "business plan".

After writing a business plan, then you can begin to develop your plans. Get a script (blog, forum, custom?), A host, not to mention unique content. Would also recommend an epic design.

If you can't afford a custom script(which can cost you hundreds of dollars), then go for wordpress, I'm almost sure there's some plugin for making a site like this, wordpress has a shit load of plugins, you just need to find the one that suits your needs the most.
For SEO, go through the SEO section here, there are some nice tutorials. Also search in Google, you will find loads of top notch resources.
