I just got a new server for my site and really have no clue how to setup the SQL for Vbulletin, i already backed up the sQL via PHPmy admin and all the files now what do i do?

does you new hosting has cpanel ?
if yes >
mysql databse wizard > create db
then go to php myadmin and import..
and upload the files on yor vBulletin by using file manager in cPanel
then edit the /includes/config.php with the new db details...Coding Horror Fan

well if you are in a shared hosting plan..the db names gets autoprefixed with the username of cpanel
..so if the username is same in both..no need to edit..Coding Horror Fan
