create a Contest section

KWWHunction has 1, maybe 2 contests every 2 months. It would be asinine (scratch that, asiten) to make a forum for 2 threads every 2 month.

I doubt it'll happen. I want a forum dedicated to teaching Engrish, admins must create that forum first.
