Burst.net does accept AlertPay I wouldn't be able to tell you what location is the best that's mainly upto you to decide and yes they give you full admin access rights.

TelVPS also accepts AlertPay to, they also give you full admin rights on there windows vps servers. I have experience with Burst.net & TelVPS servers.

i have windows VPS with Burst.net but they all are on 100mbps ports and not giving good speeds. I see on TelVPS that VPS are on 1Gbps port. Can you please tell me if TelVPS would be better than Burst.net ?

With Burst.net there budget vps servers are 100mbps with there premium vps it's 1gbps port I recommend that you try upgraded to there Premium VPS.

With TelVPS there nodes are 1gbps howevery each vps servers is limited to 100mbps.
