Paypal is a Payment Gateway between the merchant (hotfile) to Bank (debit or credit card)

Reg hotlinks,

Mediafire, Cramit.in and few other file host has a feature of hot links, where you dont need a premium account to download the file from these file host.

No they wont pay you for that. There is no reason to pay you. The user does not see the download page
