What are you going to host? If you want to upload and don't like RapidSpeeds you won't get any better speeds at TheHost or HostHatch since both of them lease from RapidSpeeds.

i host a smf forum and 1 joomla as blog


speeds are good not complain about it , but lately when i download a torrent or rar files of 1gib + my webs goes down ... i need to reset lighttpd each time a do something to upload ... before wasnt happen

i cant be sure but seems the servers are overcrowded now

knownsrv is pretty good. I would give a review on boxslots since I thought I was hosted with them for around 2-3 months but I was just hosted somewhere in the sky and not with them for some reason.

well my budget its not much that was i looking for one one these to host and upload some files per day no 100 uploads per day etc

I personally think that your issues have nothing to do with your host. You need some good server administration
