Nowdays that's quite complicated to start. You can purchase already made script (there are several famous on the net) and try your luck with it.
That will be quite cheap way to test your skills.

instead of making file hosting website make file mirror website or file emailing website. it will require very less investment in comparison of file hosting service.

If you do not have at least $20k to invest then you can not do it. They only thing you can do is get a good fast 100mbps to 300mbps internet connection & setup a file server here are 2 good free ones
