If you want a VPS , You will need to enable it your self.
It can be done easily with Cpanel.

Unfortunately not many hosting companies advertise if they do or do not have MySQLi support.

It is best to ask them. Not only do you get an answer, you also get an idea of how fast they reply to tickets/email.
