You can try Trizzile,
But for dedicated RAM you've to go for VPS. Though you wont notice anything about the RAM in the RDA.

Then you've to talk to the VPS provider.

RDA is Remote Desktop Accounts. You can download, upload , rar/unrar etc , normally people do these things. Some choose encoding RDAs for encoding purpose.
Depends what you want to do with it.

If you don't want to go in details then both are the same.
