i would like to know about offshore domain registrar that dont provide who.is info (like namecheap is doing now)
i know katzglobl is one
but is it safe and do they provide domain cpanel details or not

second of all i would like to know that is xtraorbit.com safe for runing a warez related website as currently i have 1 website register overthere

and is .eu and .biz consider to be offshore in terms of DMCA?

Every domain is owned by ICANN, a non-profit company located in California.
So there is no such thing as an "offshore domain".

There are some companies that provide safe domain registrations, meaning they will do everything to not release your info and/or get your domain seized.

This only happens in rare occasions. However, you can register domains at sites like prq.se "safely".

Correction Not all domains are owned by ICANN notable ones include .onion used in Tor and .xxx which ICANN picked up recently nice thread though.
