Every domain is owned by ICANN, a non-profit company located in California.
So there is no such thing as an "offshore domain".

There are some companies that provide safe domain registrations, meaning they will do everything to not release your info and/or get your domain seized.

This only happens in rare occasions. However, you can register domains at sites like prq.se "safely".

Correction Not all domains are owned by ICANN notable ones include .onion used in Tor and .xxx which ICANN picked up recently nice thread though.

there is nothing like offshore domain,a registering company is affiliated with icann and has to follow icann guidlines registering company cannot register a domain for itself it has to be for clients and it cannot force any client or blackmail any one by capturing their domain this is against icann rules they would loose their registering authority If you had any issue with it you can reply here i would help in legal issue am very much aware of this things
