need help for a cheap RPD

were i live, my upload speed is very very crappy (i can barely get a stable 60kb/s), i need something cheap, possibly the cheapest one, to improve my upload speed.
i think that 500-1000kb/s of upload speed should be enough....so...what do you suggest?
