Do you mean you want to add an image in the footer which will redirect to the Contact Page??
For that just go to Layout, Add the footer Gadget. Add HTML/JavaScript widget and place a html code with image link which will redirect to your contact page. Something Like this.

The Link in Red; change it with contact page URL

I will not suggest anything on this as this will require editing Template's HTML and I've not done it myself either.

All I can say is that Google is your friend. Try to search about adding image in the Background on Blogger.
I suppose it'll only require small HTML tweaks, and it'll be done.
