[HELP] I need some help to create code

Hi,
I need help,
I have input form, and I want that every URL that wrote there and click on submit, it'll insert to urls.txt (for example).
The urls.txt will need to save only the first 10 lines, so the line 11 will delete line 1 then again will be only 10 lines.
Then in my site I want to show the URLs but in 2 rows with 5 URLs each row.

Please I need some help with this.
