VB Install Redirects to cgi-bin

Ok I have tried to install Vbulletin, IPB, and phpBB and when I am trying to install them it first directs me to

http://Mysite.com/cgi-bin/Install

This is happening with all of the Forum applications.

So I just delete the cgi-bin bit and it works, lets me install it, but I then logout of the panel, and try to re login but it redirects me again to cgi-bin.

Anyone know why this problem would occur, I am using Virtualmin, and help with this will be grateful
