Two Same Usernames

There shouldn't be two users having same type of username over here.
It creates lots of confusion and chaos.

For example :

Mind Freak? and -={MINDFREAK}=-


I don't know if others agree to it or not, but I feel such types of usernames shouldn't be allowed which already exists.
