Wordpress DDL template design

Hi, I would like to make a DDL site for Anime using Wordpress,
I have noticed several sites that looks similar so I wonder if it's a plugin or a template they use and modify.
So, what do I need for to create a site like this:

That's almost certainly a custom theme that's been designed to look like that.

But how can I make one, I mean they can't have been started the design from sketch and ended look similar, right? that's why am asking if there are something like a standard theme they modify or a specific code or something.
if anyone knows how, please tell me and I'll be grateful.
