i know two ways to count the downloads, Your count system is like the second one:

1.
count one unique file per each unique IP counted every 24 hours. This means, same IP but downloading two different files will count for two qualified downloads.

2.
count one file per each unique IP counted every 24 hours. This means, same IP but downloading two different files will count for only one qualified downloads.


And that is not the industry standar (like you say), these other hosts counts multiple downloads from free users (i tell you) and are only a few examples, almost all the hosts count this way:

fileserve:
Q. If an anonymous user downloads six files from my account. What is the total download I will get?

A: We will count 6 downloads. For each file, we only count 1 download for each unique IP in 24 hours. In this case, an anonymous (unique IP) downloads 6 files from your account in 24 hours, so that anonymous IP is unique for each file.

filesonic:
For free users that download from FileSonic, we count multiple downloads from the same IP address. Only completed downloads are counted. We now count downloads from premium users. We count one download per premium user every 24 hours. Collaboration files are excluded from this plan.

Uploadstation:
We count every download, which has been successfully downloaded

Downloads from anonymous or free users: We count one unique file per each unique IP counted every 24 hours. This means, same IP but downloading two different files will count for two qualified downloads.

Downloads from premium users: We count one file per each unique IP counted every 24 hours. This means, same IP but downloading two different files will count for only one qualified downloads.

Wupload
in the past, wupload have the same conditions like fileserve and all other

filejungle
For free users that download from FileJungle, we count multiple downloads from the same IP address. We count one download per premium user every 24 hours.
