You should first:

1- Get your own High quality servers
2- Get professional web designer / coder
3- Promotion Plan
4- Full plan for website

all these costs you around 10k - 15k

first my english is not good yes i understand but i said i need 2 support people for website and i will give them money and second i will prepare 30.000 $ for website so.

I've gotta say, I don't see this succeeding.

That said, if you are going to open a new host with new features it should have:
- Lifetime Option (Especially good for you at the beginning)
- Streaming Video Service/Option
- A "Description" Field (Like MegaUpload)
- No FileSize Limit
