What's your country? maybe that's how the system works for your country, it's same with me which is why I don't use paypal.

Anyways, you can call them and ask them the same things you told me in that reply. If your English is not so good, try asking them for an agent that speaks your own language.

I am from Bosnia, so i think no one speak Serbian, Bosnian or Croatian language.

They will ask you a few question for verification account holder, ex: your email, your name, your address, your CC number, your phone number

Now all my questions is get answer. No more Personal account.
