If you have a problem with someone, you should PM a staff member with Good and Legit reasons. If the staff think that certain person deserves a ban, they will give it, if not then no. These threads are pretty useless IMO.

Think of it this way. What if someone made a thread about you, telling you to GTFO? Don't think anyone would like that.
