They provide shared hosting accounts with many C class IP addresses.
Are they they best in that?

They seem to just provide a standard cPanel/WHM reseller account with xxx allocated IP's.
The term "SEO HOSTING" is just a marketing gimick, really you could just buy from anywhere else and get however many clean IP's you want, would probably work out cheaper & have the exact same effect.
