Fake is obvious. What kind of vBulletin employee would send you messages with such terrible spelling and grammar... Also asking for an admin account is a little suspicious, looks like some kid is trying to "hack" your site.

he has really bad grammar, I know this from all his posts on vbulletin.org

+ he has opened a support ticket @ .com

so if he was hacked they would of found out someones using his account + deleted the ticket and stuff

Looks pretty fake. Maybe you should post the full email source (containing th SMTP info etc).

never tried ipb but I don't like it as much as vBulletin
