Can anybody tell me how sale value can be related with ranking?

For Example

60 sales and ur position/rank is 550 == Sale value is 10.00

60 sales and ur position/rank is 250 == Sale value is 20.00

Can any one explain me the theory behind it.

Sale value should should be same for same quantity of sales.

obviously the webmaster top is ordered by sales not by download count, unless you're blind, I don't understand what you're asking
