Yes, only 1 download from free user(IP) per 24 Hours.
Premium user downloads not counted at all.

and if I have more points earned than downloads paid for, where does the extra come from, from downloads that are not paid for but only points given for them?

well that's what I thought but since I recently started using uploaded I have 16 downloads and 17 points, so I was wondering where the extra point came from?

theorically every download that you receive (even if same ip make 2 or 3 downloads) give you points but not download for earnings
