Countries that signed ACTA today in Tokio:
Japan, Belgium, Bulgaria, Czech Republic, Finland, France, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Portugal, Poland, Romania, Slovenia, Spain, Sweden and the United Kingdom.
Signature is not made for Cyprus, Estonia, Germany, Slovakia and the Netherlands, since these countries are waiting for completion of the procedure of constitutional authority of Ambassador. They will sing this document in next few days.

I don't know any other EU country that signed this, and got media attention so far. That comment was not source, it was my conclusion.
As for the other things:
After days of protests and hacker attacks, Poland has signed the controversial ACTA copyright protection treaty.
Nothing happened, but yet, Polish are protesting on the streets in more than one city.
It DID happened. You need one country, to make domino effect. Same how Megaupload fall, and rest freaked out, and got lost.
So, I see plenty of room for panicking. You don't panic when everything is in force, you panic to prevent it to happen.

Shocked that Canada ,Switzerland and South Korea signed it... I always thought they prefer freedom over anti-piracy. :-\
