VPS doesn't support cyrillic!?

OK. then why on one server it displays correctly and on another I get this? Same CMS files. Please give more info! Thanks.

I got VPS, installed "kloxo" on it, now I'm trying to install DLE in Russian language but it show me this http://i.lulzimg.com/529ea1291a.jpg On my shared hosting everything is fine, displays correctly. I didn't use VPS with Russian language before, maybe I need to configure something on server? In kloxo? Does enyone know how to make server display Cyrillic? I'm not good in server configuration.
