I'm confused with the new rule too.

If this forum doesn't like filehosts earning discussions then just delete all the filehost threads that pay for its uploaders.

I don't get why some filehost topics are locked and some are still open when they both clearly break "earning discussions" rule.

If anyone were to look in the file host area they'd see this rule is broken ever 10 minutes. I know it's probably planned to be removed but introducing a rule before the area is removed is encouraging people to break the rules so just remove it now if your serious about the new rule.
