if free/premium user downloads 2 files they will count as 2 points or 1?

they count every file and every download but 25$/20000 downloads = 1,25$/1000 download nearly %5-10 of other hosts.

Free users can generate unlimited points from downloading. Premium users can generate up to 200 pts/day per user.
