I think something similar, for years I stay in $25, in a couple of months my referrals incremented a lot, now $55 great, but my downloads count dropped, of course some time ago free downloads of netload are possible, today free download are impossible 10 kbps

1 Download = 1 Point

20 000 Downloads = 20 000 Points = $25
1 Point = 1 Download = $0.00125
1000 Downloads = $1.25

Max Rate $5 per 1000 Downloads (20 000 Points = $100)

I must say this is the lowest rate I've ever seen. Previous lowest was Extabit ($3.5 per 1000). Congrats Netload

Other hosts have restrictions. IP based (max 1 point in 24h) or user based (only free users) or as depositfiles: only files with refferers, which makes it impossible to get points from users using downloadmanagers. Netload doesnt have this, so the practical (not theoretical!) points are MUCH higher.
