htaccess files need help

hi there i am installing my new site and i have deleted the old one but i have also deleted the htaccess by mistake and the new software says it need it is there a way to make a new one

Create a new text file and rename it from new.txt to .htaccess, then upload it.

done that and uploaded it but i get this mes

i have changed the permission but it still not work any ideas any one

You need to check two things here.
1. permission of your .htaccess file, It should be 644
2. Ownership of your .htaccess file, it should be ownered by your site's username.
