You can ask your ISP to change to Static IP. Or there are some other ways to change Dynamic IP to Static using some tools if I remember correctly ;O

Malaysia is different, they only provide static IP for big company like a Bank etc etc.. http://www.no-ip.com/ can be used for dynamic IP, but never know on linux

If you want cPanel then install CentOS , setup it completly , get help from google for setup & see the cpanel installation instructions.
