    Is it possible that

    vBulletin modification that upgrades a user's membership level when donating to the forum. This mod will be using paypal as a payment processor.

    vBulletin has built in support for paypal api...
    use subscription manager..

    vBulletin has this built in. The Paid Subscriptions manager. Set up a VIP usergroup.
