loledhard.comu better dont try using it
thr are numerous of disadvantages doing this
More execution time, extra page size, javascript dependecy, extra javascript load to encode decode
anyways any webmaster(genuine ones) can get the html source even if u lock ur html source with some encoder js

In short no
HTML and CSS are both browser based. This means your computer has to be able to read them to be able to render the page. If your computer can read them then so can you.
Now you can encrypt them to make it harder to see but this is pointless. It's a bit like hiding the remote control to a TV. If they want to watch something they'll get up and change the channel manually. It's just a tiny bit more effort.
I'd strongly advise against trying to encrypt these. If you do remember your making it harder for Google to read it, mobiles and your just making your site slower in general to everyone. Using Flash as suggest is a big NO. Do not use Flash. It's old, outdated and a bad idea.
If the Bank of America don't need to encrypt their HTML and CSS I see no reason why you need to.
