offshore cloud hosting?

I have recently signed up with a offshore shared hosting account for about 8$ a month. I then realized that they do not provide SSH access so its impossible for me to install certain apps that are necessary for the Adult Video Script to run.

I am using rackspace cloud server located in the USA for another site. I am wondering if there are any offshore providers for cloud servers. I like the idea of cloud server as I can log in as root set up applications, and they provide easy automated back up images of the entire server instance.

is there any offshore cloud hosting? I pay about 10$ a month for there starter plan and looking for similar pricing.. I don't mind paying perhaps 2-3$ more if its offshore.
