There isn't a 30-50kb/s speed setting here. We allocated more speed for premiums because they pay and we need to provide what we sold.
Free users download speed is on best effort on every server, so that means that a free user could download at 50KB and other free user at 500kb/s.
Also you need to know that no free user will receive less than 50kb/s.
